Context of Deuteronomy 15:4
2This is how you are to cancel debts: every creditor is to release what he has loaned to his neighbor. He must not force his neighbor or his brother to repay, for Adonai’s debt cancellation has been proclaimed. 3A foreigner you may force, but your hand is to release whatever your brother owes you. “However, there should be no poor among you, for Adonai will surely bless you in the land Adonai your God is giving you as an inheritance to possess. 5If only you would carefully listen to the voice of Adonai your God, being careful to do all these mitzvah that I am commanding you today! 6For Adonai your God will bless you as He promised you. So you will lend to many nations, but not borrow; you will rule over many nations, but they will not rule over you.

- Barnes’ Notes on the Bible · v. 1-11Verses 1-11 The year of release is no doubt identical with the sabbatical year of the earlier legislation (Exodus 23:10 ff, and Leviticus 25:2 ff), the command of the older legislation being here amplified. The release was probably for the year, not total and final, and had reference only to loans lent because of poverty (compare Deuteronomy 15:4, Deuteronomy 15:7). Yet even so the law was found to be too stringent for the avarice of the people, because…Read the comment

- Jamieson–Fausset–Brown Commentary · v. 44. Save when there shall be no poor man among you--Apparently a qualifying clause added to limit the application of the foregoing statement [De 15:3]; so that "the brother" to be released pointed to a poor borrower, whereas it is implied that if he were rich, the restoration of the loan might be demanded even during that year. But the words may properly be rendered (as on the Margin) to the end, in order that there may be no poor among you--that is, that…Read the comment
