Context of Deuteronomy 15:6
4The Lord will bless you in the land that he is giving you to live in. So there should be no poor people among you. 5But you must always obey him completely. So be careful to obey all the commands that I am giving to you today. For the Lord your God will bless you, as he has promised to do. You will lend money to the people of many other nations, but you will not borrow money from them. You will rule over many other nations, but they will not rule over you. 7The Lord your God will bless you in the land that he is giving to you. But perhaps there will be a poor person among the Israelites in one of your towns. Then do not refuse to help him. Do not think only about yourself. 8Instead, be generous. Lend him the money that he needs.

- Barnes’ Notes on the Bible · v. 1-11Verses 1-11 The year of release is no doubt identical with the sabbatical year of the earlier legislation (Exodus 23:10 ff, and Leviticus 25:2 ff), the command of the older legislation being here amplified. The release was probably for the year, not total and final, and had reference only to loans lent because of poverty (compare Deuteronomy 15:4, Deuteronomy 15:7). Yet even so the law was found to be too stringent for the avarice of the people, because…Read the comment
