Context of Deuteronomy 15:6
4“There should be no poor among you, for the Lord your God will greatly bless you in the land he is giving you as a special possession. 5You will receive this blessing if you are careful to obey all the commands of the Lord your God that I am giving you today. The Lord your God will bless you as he has promised. You will lend money to many nations but will never need to borrow. You will rule many nations, but they will not rule over you. 7“But if there are any poor Israelites in your towns when you arrive in the land the Lord your God is giving you, do not be hard-hearted or tightfisted toward them. 8Instead, be generous and lend them whatever they need.

- Barnes’ Notes on the Bible · v. 1-11Verses 1-11 The year of release is no doubt identical with the sabbatical year of the earlier legislation (Exodus 23:10 ff, and Leviticus 25:2 ff), the command of the older legislation being here amplified. The release was probably for the year, not total and final, and had reference only to loans lent because of poverty (compare Deuteronomy 15:4, Deuteronomy 15:7). Yet even so the law was found to be too stringent for the avarice of the people, because…Read the comment
- Tyndale Open Study Notes · v. 6you will lend to many nations: If Israel obeyed God, the nation would become prosperous (having great wealth and resources). It would be able to lend to other nations instead of borrowing from them. This prosperity would show that God was keeping his promise to Abraham. God had promised that Abraham’s descendants would be a blessing to all nations (Genesis 12:2–3; 17:4–6; 26:3–4).Read the comment
