Context of Deuteronomy 15:6
4save when there shall be no one in need among you; for Jehovah will greatly bless thee in the land that Jehovah thy God giveth thee for an inheritance to possess it, 5if thou only diligently hearken unto the voice of Jehovah thy God, to take heed to do all this commandment which I command thee this day. For Jehovah thy God will bless thee, as he promised thee; and thou shalt lend on pledge to many nations, but thou shalt not borrow; and thou shalt rule over many nations, but they shall not rule over thee. 7If there be amongst you a poor man, any one of thy brethren in one of thy gates, in thy land which Jehovah thy God giveth thee, thou shalt not harden thy heart, nor shut thy hand from thy brother in need; 8but thou shalt open thy hand bountifully unto him, and shalt certainly lend him on pledge what is sufficient for his need, [in that] which he lacketh.

- Barnes’ Notes on the Bible · v. 1-11Verses 1-11 The year of release is no doubt identical with the sabbatical year of the earlier legislation (Exodus 23:10 ff, and Leviticus 25:2 ff), the command of the older legislation being here amplified. The release was probably for the year, not total and final, and had reference only to loans lent because of poverty (compare Deuteronomy 15:4, Deuteronomy 15:7). Yet even so the law was found to be too stringent for the avarice of the people, because…Read the comment
- Tyndale Open Study Notes · v. 6you will lend to many nations: If Israel obeyed God, the nation would become prosperous (having great wealth and resources). It would be able to lend to other nations instead of borrowing from them. This prosperity would show that God was keeping his promise to Abraham. God had promised that Abraham’s descendants would be a blessing to all nations (Genesis 12:2–3; 17:4–6; 26:3–4).Read the comment
