Context of Acts 19:4
2He said unto them, Have ye received the Holy Ghost since ye believed? And they said unto him, We have not so much as heard whether there be any Holy Ghost. 3And he said unto them, Unto what then were ye baptized? And they said, Unto John’s baptism. Then said Paul, John verily baptized with the baptism of repentance, saying unto the people, that they should believe on him which should come after him, that is, on Christ Jesus. 5When they heard this, they were baptized in the name of the Lord Jesus. 6And when Paul had laid his hands upon them, the Holy Ghost came on them; and they spake with tongues, and prophesied.

- Adam Clarke Bible Commentary · v. 4That they should believe on him which should come after - John baptized them with the baptism of repentance; this was common to all the baptisms administered by the Jews to proselytes; but telling them that they should believe on him who was coming, was peculiar to John's baptism.Read the comment

Saying unto the people - The design of his preaching was to tarn the people from their sins, and to prepare them for the coming of the Messiah. He therefore directed their attention principally to him that was to come, John 1:15, John 1:22-27. That is…Read the comment
- Tyndale Open Study Notes · v. 1-7Paul traveled to Ephesus after Apollos had left. Later, Apollos returned to Ephesus while Paul was still there (1 Corinthians 16:12). The two men had different personalities, gifts, and roles, but God worked through both of them. Some Christians in Ephesus did not fully understand the Christian faith (Acts 18:26). They did not receive the Holy Spirit when they believed the good news about Jesus. They had accepted John's baptism, which called for…Read the comment

The point of contrast is not between John and Christ personally, but between the water baptism of John unto repentance, and the promised baptism of the Spirit from the hands of his coming Master unto new life.
