Context of Romans 10:19
17So faith comes from hearing the message, and the message that is heard is what Christ spoke. 18But I ask, “Didn’t they hear that message?” Certainly they did! “The voice of the messengers has gone out into the whole world and their words to the ends of the earth.” Again I ask, “Didn’t Israel understand ⌞that message⌟?” Moses was the first to say, “I will make you jealous of people who are not a nation. I will make you angry about a nation that doesn’t understand.” 20Isaiah said very boldly, “I was found by those who weren’t looking for me. I was revealed to those who weren’t asking for me.” 21Then Isaiah said about Israel, “All day long I have stretched out my hands to disobedient and rebellious people.”

- Adam Clarke Bible Commentary · v. 19But I say, Did not Israel know? - You object to this preaching among the Gentiles; but is not this according to the positive declaration of God? He, foreseeing your unbelief and rebellion, said by Moses, Deuteronomy 32:21, I will provoke you to jealousy by them that are no people, and by a foolish nation I will anger you. As you have provoked me to jealousy with worshipping those that are no gods, I will provoke you to jealousy by those which are no…Read the comment
- Barnes’ Notes on the Bible · v. 19But I say - Still further to meet the objection, he shows that the doctrine which he was maintaining was actually taught in the Old Testament. Did not Israel know? - Did not the Jews understand. Is it not recorded in their books, etc. that they had full opportunity to be acquainted with this truth? This question is an emphatic way of affirming that they did know. But Paul does not here state what it was that they knew. That is to be gathered from what…Read the comment
- Matthew Henry Concise Commentary · v. 18-21Verses 18-21 Did not the Jews know that the Gentiles were to be called in? They might have known it from Moses and Isaiah. Isaiah speaks plainly of the grace and favour of God, as going before in the receiving of the Gentiles. Was not this our own case? Did not God begin in love, and make himself known to us when we did not ask after him? The patience of God towards provoking sinners is wonderful. The time of God's patience is called a day, light as day…Read the comment
- Tyndale Open Study Notes · v. 19make you jealous … make you angry: This quotation from Deuteronomy 32:21 describes God’s punishment of Israel for worshiping other gods (idolatry). In Paul’s time, Israel was still guilty of idolatry. This was because many people treated the law as more important than God himself. As a result, God used the Gentiles (people who were not even considered a nation) to make Israel jealous and angry. Paul explains this idea more fully in Romans 11:12–32.Read the comment

Moses saith, &c.--"I will provoke you to jealousy ('against') [them that are] not a nation, and against a nation without understanding will I anger you" (De 32:21).
