Context of Hebrews 8:10
8For he finds fault with them when he says: "Behold, the days are coming, declares the Lord, when I will establish a new covenant with the house of Israel and with the house of Judah, 9not like the covenant that I made with their fathers on the day when I took them by the hand to bring them out of the land of Egypt. For they did not continue in my covenant, and so I showed no concern for them, declares the Lord. For this is the covenant that I will make with the house of Israel after those days, declares the Lord: I will put my laws into their minds, and write them on their hearts, and I will be their God, and they shall be my people. 11And they shall not teach, each one his neighbor and each one his brother, saying, 'Know the Lord,' for they shall all know me, from the least of them to the greatest. 12For I will be merciful toward their iniquities, and I will remember their sins no more."

- Matthew Henry Concise Commentary · v. 7-13Verses 7-13 The superior excellence of the priesthood of Christ, above that of Aaron, is shown from that covenant of grace, of which Christ was Mediator. The law not only made all subject to it, liable to be condemned for the guilt of sin, but also was unable to remove that guilt, and clear the conscience from the sense and terror of it. Whereas, by the blood of Christ, a full remission of sins was provided, so that God would remember them no more. God…Read the comment
- Tyndale Open Study Notes · v. 10In the old covenant, people had to deeply understand the words of the law (Deuteronomy 32:46). The kings of Israel and Judah were judged on their dedication to God's law (2 Kings 10:31; 2 Chronicles 31:21). Under the new covenant, God's laws are meant to be in people's minds and hearts. People would have renewed hearts and minds, with God's law as a natural, internal motivation.Read the comment
