Context of Hebrews 8:10
8However, God finds fault with them [showing its inadequacy] when He says, “Behold, the days will come, says the Lord, When I will make and ratify a new covenant With the house of Israel and with the house of Judah; 9Not like the covenant that I made with their fathers On the day when I took them by the hand To lead them out of the land of Egypt; For they did not abide in My covenant, And so I withdrew My favor and disregarded them, says the Lord. For this is the covenant that I will make with the house of Israel After those days, says the Lord: I will imprint My laws upon their minds [even upon their innermost thoughts and understanding], And engrave them upon their hearts [effecting their regeneration]. And I will be their God, And they shall be My people. 11And it will not be [necessary] for each one to teach his fellow citizen, Or each one his brother, saying, ‘Know [by experience, have knowledge of] the Lord,’ For all will know [Me by experience and have knowledge of] Me, From the least to the greatest of them. 12For I will be merciful and gracious toward their wickedness, And I will remember their sins no more.”

- Matthew Henry Concise Commentary · v. 7-13Verses 7-13 The superior excellence of the priesthood of Christ, above that of Aaron, is shown from that covenant of grace, of which Christ was Mediator. The law not only made all subject to it, liable to be condemned for the guilt of sin, but also was unable to remove that guilt, and clear the conscience from the sense and terror of it. Whereas, by the blood of Christ, a full remission of sins was provided, so that God would remember them no more. God…Read the comment
- Tyndale Open Study Notes · v. 10In the old covenant, people had to deeply understand the words of the law (Deuteronomy 32:46). The kings of Israel and Judah were judged on their dedication to God's law (2 Kings 10:31; 2 Chronicles 31:21). Under the new covenant, God's laws are meant to be in people's minds and hearts. People would have renewed hearts and minds, with God's law as a natural, internal motivation.Read the comment
