Context of Romans 1:14
12We can help each other to be strong like that, because both you and I trust Christ. 13My Christian friends, I want you to know that I have tried often to visit you. But until now, something has always stopped me. I want to help you to serve God well, in the way that I have already helped other Gentiles. Because God has been kind to me, I must tell his message to all people. I must tell his good news to people who have learned many things, and to those who have never been to school. I must tell it to people who are wise as well as to those who are not very clever. 15Because of that, I want very much to tell God's good news also to you people who live in Rome. 16I am not ashamed to tell people the good news. God uses that good news to show his great power. He uses it to save all people who believe in Jesus Christ. First, God saves all Jews who are believers. And he also saves all Gentiles who are believers.

- Adam Clarke Bible Commentary · v. 14I am a debtor both to the Greeks, and to the barbarians - It has been remarked before that all the nations of the earth, themselves excepted, were termed barbarians by the Greeks. See the origin of the word barbarous in the note on Acts 28:2; (note). The apostle considers himself, by his apostolical office and call, under obligation to preach the Gospel to all people, as far as the providence of God might open his way; for this is implied in the Divine…Read the comment
- Barnes’ Notes on the Bible · v. 14I am debtor - This does not mean that they had conferred any favor on him, which bound him to make this return, but that he was under obligation to preach the gospel to all to whom it was possible. They mocked the way foreigners spoke Greek, saying it sounded like “bar bar,” a meaningless sound. From this mockery comes the word barbarian (a person seen as uncivilized). Paul refers to this cultural divide to show that he wanted to preach the good news about Jesus to every kind of person.Read the comment
