Context of Romans 11:9
7What then? Israel failed to obtain what it was seeking [that is, God’s favor by obedience to the Law], but the elect [those chosen few] obtained it, while the rest of them became hardened and callously indifferent; 8just as it is written [in Scripture], “God gave them a spirit of stupor, Eyes that do not see and ears that do not hear, [a spiritual apathy that has continued] to this very day.” And David says, “Let their table (abundance) become a snare and a trap, A stumbling block and a retribution to them. 10Let their eyes be darkened so that they do not see, And make their backs bend [under their burden] forever.” 11So I say, have they stumbled so as to fall [to spiritual ruin]? Certainly not! But by their transgression [their rejection of the Messiah] salvation has come to the Gentiles, to make Israel jealous [when they realize what they have forfeited].

- Adam Clarke Bible Commentary · v. 9And David saith, Let their table, etc. - And from their present disposition it is reasonable to conclude that the same evils will fall upon them as fell upon the disobedient in former times, as predicted by David, Psalm 69:22, Psalm 69:23, that their very blessings should become curses to them, and their temporal mercies be their only recompense; and yet even these earthly blessings, by not being enjoyed in the Lord, should be a stumbling block over which…Read the comment
- Barnes’ Notes on the Bible · v. 9And David saith - This quotation is made from Psalm 69:22-23. This Psalm is repeatedly quoted as having reference to the events recorded in the New Testament. (See the note at Acts 1:2.) This quotation is introduced immediately after one that undoubtedly refers to the Lord Jesus. Psalm 69:21, “they gave me also gall for my meat, and in my thirst they gave me vinegar to drink.” The passage here quoted immediately follows as an imprecation of vengeance…Read the comment
- Tyndale Open Study Notes · v. 1-32n this section, Paul addresses a serious question. Many Jews did not believe in Jesus. If God had promised salvation to Israel, how could Jesus truly fulfill God’s plan when so few Jews believed (9:1–5)? In response, Paul uses the Old Testament to show that God always planned to save only a remnant, that is, a smaller group within Israel (9:6–29). Paul also explains that many Jews did not accept Christ because they refused to trust in him (9:30–10:21)…Read the comment
