Context of Isaiah 10:7
5Woe to Assyria, the rod of My anger [against Israel], The staff in whose hand is My indignation and fury [against Israel’s disobedience]! 6I send Assyria against a godless nation And commission it against the people of My wrath To take the spoil and to seize the plunder, And to trample them down like mud in the streets. Yet it is not Assyria’s intention [to do My will], Nor does it plan so in its heart, But instead it is its purpose to destroy And to cut off many nations. 8For Assyria says, “Are not my princes all kings? 9Is not Calno [conquered] like Carchemish [on the Euphrates]? Is not Hamath [subdued] like Arpad [her neighbor]? Is not Samaria [in Israel] like Damascus [in Aram]?

- Barnes’ Notes on the Bible · v. 7Howbeit he meaneth not so - It is not his purpose to be the instrument, in the hand of God, of executing his designs. He has a different plan; a plan of his own which he intends to accomplish. Neither doth his heart think so - He does not intend or design it. The “heart” here, is put to express “purpose, or will.” It is “in his heart to cut off nations - Utterly to destroy or to annihilate their political existence. Not a few - The ambitious purpose of…Read the comment
- Matthew Henry Concise Commentary · v. 5-19Verses 5-19 See what a change sin made. The king of Assyria, in his pride, thought to act by his own will. The tyrants of the world are tools of Providence. God designs to correct his people for their hypocrisy, and bring them nearer to him; but is that Sennacherib's design? No; he designs to gratify his own covetousness and ambition. The Assyrian boasts what great things he has done to other nations, by his own policy and power. He knows not that it is…Read the comment
- Tyndale Open Study Notes · v. 7The Assyrians did not understand that they were carrying out God’s purpose. God used them to punish Israel and Judah. However, the Assyrians acted on their own desires. They killed and looted other nations with cruelty. They did more than God intended. Because of their pride and violence, God would hold them guilty. They would also face his judgment.Read the comment
