Context of Isaiah 10:7
5“Woe to Assyria, the rod of My anger And the staff in whose hand is My indignation. 6I will send him against an ungodly nation, And against the people of My wrath I will give him charge, To seize the spoil, to take the prey, And to tread them down like the mire of the streets. Yet he does not mean so, Nor does his heart think so; But it is in his heart to destroy, And cut off not a few nations. 8For he says, ‘Are not my princes altogether kings? 9Is not Calno like Carchemish? Is not Hamath like Arpad? Is not Samaria like Damascus?

- Barnes’ Notes on the Bible · v. 7Howbeit he meaneth not so - It is not his purpose to be the instrument, in the hand of God, of executing his designs. He has a different plan; a plan of his own which he intends to accomplish. Neither doth his heart think so - He does not intend or design it. The “heart” here, is put to express “purpose, or will.” It is “in his heart to cut off nations - Utterly to destroy or to annihilate their political existence. No; he designs to gratify his own covetousness and ambition. The Assyrian boasts what great things he has done to other nations, by his own policy and power. He knows not that it is…Read the comment

However, the Assyrians acted on their own desires. They killed and looted other nations with cruelty. They did more than God intended. Because of their pride and violence, God would hold them guilty. They would also face his judgment.Read the comment
