Context of Isaiah 10:7
5It will be very bad for Assyria! I will use its army to punish my people, because I am angry with them. Assyria will be like a stick that I use to beat my people. That is how I will show them my anger. 6I send Assyria's army against a nation that does not serve God. I command them to attack the people with whom I am angry. I tell them to take that nation's valuable things for themselves. I tell them to walk all over them, as if they were walking on dirt in the streets. But Assyria's ruler has other ideas. He does not understand that he is my weapon. He wants his army to destroy many nations, so that they have no power. 8He boasts, ‘All my army's officers are like kings! 9We destroyed Calno as we destroyed Carchemish. We destroyed Hamath as well as Arpad. We destroyed Samaria as well as Damascus.

- Barnes’ Notes on the Bible · v. 7Howbeit he meaneth not so - It is not his purpose to be the instrument, in the hand of God, of executing his designs. He has a different plan; a plan of his own which he intends to accomplish. Neither doth his heart think so - He does not intend or design it. The “heart” here, is put to express “purpose, or will.” It is “in his heart to cut off nations - Utterly to destroy or to annihilate their political existence. Not a few - The ambitious purpose of…Read the comment
- Matthew Henry Concise Commentary · v. 5-19Verses 5-19 See what a change sin made. The king of Assyria, in his pride, thought to act by his own will. The tyrants of the world are tools of Providence. God designs to correct his people for their hypocrisy, and bring them nearer to him; but is that Sennacherib's design? No; he designs to gratify his own covetousness and ambition. The Assyrian boasts what great things he has done to other nations, by his own policy and power. He knows not that it is…Read the comment
