Context of Isaiah 10:7
5Woe to Assyria, the rod of my anger; the staff in their hands is my fury! 6Against a godless nation I send him, and against the people of my wrath I command him, to take spoil and seize plunder, and to tread them down like the mire of the streets. But he does not so intend, and his heart does not so think; but it is in his heart to destroy, and to cut off nations not a few; 8for he says: "Are not my commanders all kings? 9Is not Calno like Carchemish? Is not Hamath like Arpad? Is not Samaria like Damascus?

- Barnes’ Notes on the Bible · v. 7Howbeit he meaneth not so - It is not his purpose to be the instrument, in the hand of God, of executing his designs. He has a different plan; a plan of his own which he intends to accomplish. Neither doth his heart think so - He does not intend or design it. The “heart” here, is put to express “purpose, or will.” It is “in his heart to cut off nations - Utterly to destroy or to annihilate their political existence. Not a few - The ambitious purpose of…Read the comment

The tyrants of the world are tools of Providence. God designs to correct his people for their hypocrisy, and bring them nearer to him; but is that Sennacherib's design? No; he designs to gratify his own covetousness and ambition. The Assyrian boasts what great things he has done to other nations, by his own policy and power. He knows not that it is…Read the comment

However, the Assyrians acted on their own desires. They killed and looted other nations with cruelty. They did more than God intended. Because of their pride and violence, God would hold them guilty. They would also face his judgment.Read the comment
