Context of Isaiah 10:7
5“Woe to the Assyrian, the rod of my anger, in whose hand is the club of my wrath! 6I send him against a godless nation, I dispatch him against a people who anger me, to seize loot and snatch plunder, and to trample them down like mud in the streets. But this is not what he intends, this is not what he has in mind; his purpose is to destroy, to put an end to many nations. 8‘Are not my commanders all kings?’ he says. 9‘Has not Kalno fared like Carchemish? Is not Hamath like Arpad, and Samaria like Damascus?

- Barnes’ Notes on the Bible · v. 7Howbeit he meaneth not so - It is not his purpose to be the instrument, in the hand of God, of executing his designs. He has a different plan; a plan of his own which he intends to accomplish. Neither doth his heart think so - He does not intend or design it. The “heart” here, is put to express “purpose, or will.” It is “in his heart to cut off nations - Utterly to destroy or to annihilate their political existence. Not a few - The ambitious purpose of…Read the comment

The tyrants of the world are tools of Providence. God designs to correct his people for their hypocrisy, and bring them nearer to him; but is that Sennacherib's design? No; he designs to gratify his own covetousness and ambition. The Assyrian boasts what great things he has done to other nations, by his own policy and power. He knows not that it is…Read the comment

However, the Assyrians acted on their own desires. They killed and looted other nations with cruelty. They did more than God intended. Because of their pride and violence, God would hold them guilty. They would also face his judgment.Read the comment
