Context of Acts 2:23
21And it shall be that everyone who calls upon the name of the Lord [invoking, adoring, and worshiping the Lord Jesus] shall be saved (rescued spiritually).’ 22“Men of Israel, listen to these words: Jesus of Nazareth, a Man accredited and pointed out and attested to you by God with [the power to perform] miracles and wonders and signs which God worked through Him in your [very] midst, just as you yourselves know— this Man, when handed over [to the Roman authorities] according to the predetermined decision and foreknowledge of God, you nailed to a cross and put to death by the hands of lawless and godless men. 24But God raised Him up, releasing Him and bringing an end to the agony of death, since it was impossible for Him to be held in death’s power. 25For David says of Him, ‘I saw the Lord constantly before me; For He is at my right hand, so that I will not be shaken [from my state of security].

- Adam Clarke Bible Commentary · v. 23Him, being delivered by the determinate counsel - Bp. Pearce paraphrases the words thus: Him having been given forth; i.e. sent into the world, and manifested by being made flesh, and dwelling among you, as it is said in John 1:14; see also Acts 4:28. Kypke contends that , delivered, does not refer to God, but to Judas the traitor "the Jews received Jesus, delivered up to them by Judas; the immutable counsel of God so permitting." - Jamieson–Fausset–Brown Commentary · v. 22-2822-28. a man approved of God--rather, "authenticated," "proved," or "demonstrated to be from God." by miracles ... which God did by him--This is not a low view of our Lord's miracles, as has been alleged, nor inconsistent with Joh 2:11, but is in strict accordance with His progress from humiliation to glory, and with His own words in Joh 5:19. This view of Christ is here dwelt on to exhibit to the Jews the whole course of Jesus of Nazareth as the…Read the comment
