Context of Isaiah 10:7
5Ho Assyrian, the rod of mine anger, the staff in whose hand is mine indignation! 6I will send him against a profane nation, and against the people of my wrath will I give him a charge, to take the spoil, and to take the prey, and to tread them down like the mire of the streets. Howbeit he meaneth not so, neither doth his heart think so; but it is in his heart to destroy, and to cut off nations not a few. 8For he saith, Are not my princes all of them kings? 9Is not Calno as Carchemish? is not Hamath as Arpad? is not Samaria as Damascus?

- Barnes’ Notes on the Bible · v. 7Howbeit he meaneth not so - It is not his purpose to be the instrument, in the hand of God, of executing his designs. He has a different plan; a plan of his own which he intends to accomplish. Neither doth his heart think so - He does not intend or design it. The “heart” here, is put to express “purpose, or will.” It is “in his heart to cut off nations - Utterly to destroy or to annihilate their political existence. No; he designs to gratify his own covetousness and ambition. The Assyrian boasts what great things he has done to other nations, by his own policy and power. He knows not that it is…Read the comment

They would also face his judgment.Read the comment
