Context of Romans 15:12
10And again he saith, Rejoice, ye Gentiles, with his people. 11And again, Praise the Lord, all ye Gentiles; and laud him, all ye people. And again, Isaiah saith, There shall be a root of Jesse, and he that shall rise to reign over the Gentiles; in him shall the Gentiles trust. 13Now the God of hope fill you with all joy and peace in believing, that ye may abound in hope, through the power of the Holy Ghost. 14And I myself also am persuaded of you, my brethren, that ye also are full of goodness, filled with all knowledge, able also to admonish one another.

When a tree dies, and falls, there may remain a “root” which shall retain life, and which shall send up a sprout of a similar kind. So Job says Job 14:7, “For there is hope of a tree, if it be cut down, that it will sprout again, and that the tender branch thereof will not cease.” So in relation to Jesse. - Matthew Henry Concise Commentary · v. 8-13Verses 8-13 Christ fulfilled the prophecies and promises relating to the Jews, and the Gentile converts could have no excuse for despising them.
