Context of 1 Peter 2:18
16For you are free, yet you are God’s slaves, so don’t use your freedom as an excuse to do evil. 17Respect everyone, and love the family of believers. Fear God, and respect the king. You who are slaves must submit to your masters with all respect. Do what they tell you—not only if they are kind and reasonable, but even if they are cruel. 19For God is pleased when, conscious of his will, you patiently endure unjust treatment. 20Of course, you get no credit for being patient if you are beaten for doing wrong. But if you suffer for doing good and endure it patiently, God is pleased with you.

- Matthew Henry Concise Commentary · v. 18-25Verses 18-25 Servants in those days generally were slaves, and had heathen masters, who often used them cruelly; yet the apostle directs them to be subject to the masters placed over them by Providence, with a fear to dishonour or offend God. And not only to those pleased with reasonable service, but to the severe, and those angry without cause. The sinful misconduct of one relation, does not justify sinful behaviour in the other; the servant is bound to…Read the comment

Peter's special object seems to be to teach them submission, whatever the character of the masters might be. Paul not having this as his prominent design…Read the comment
