Context of 1 Peter 2:18
16Live as free people, but do not use your freedom as a cover-up for evil; live as God’s slaves. 17Show proper respect to everyone, love the family of believers, fear God, honor the emperor. Slaves, in reverent fear of God submit yourselves to your masters, not only to those who are good and considerate, but also to those who are harsh. 19For it is commendable if someone bears up under the pain of unjust suffering because they are conscious of God. 20But how is it to your credit if you receive a beating for doing wrong and endure it? But if you suffer for doing good and you endure it, this is commendable before God.

- Matthew Henry Concise Commentary · v. 18-25Verses 18-25 Servants in those days generally were slaves, and had heathen masters, who often used them cruelly; yet the apostle directs them to be subject to the masters placed over them by Providence, with a fear to dishonour or offend God. And not only to those pleased with reasonable service, but to the severe, and those angry without cause. The sinful misconduct of one relation, does not justify sinful behaviour in the other; the servant is bound to…Read the comment

However, most slaves were treated harshly, and all slaves lacked legal status and basic rights. with all respect (literally with all fear): Peter might be urging slaves to fear God (see 2:17; compare 1:17) or fear the master's punishment. - Jamieson–Fausset–Brown Commentary · v. 1818. Servants--Greek, "household servants": not here the Greek for "slaves." Probably including freedmen still remaining in their master's house. Masters were not commonly Christians: he therefore mentions only the duties of the servants. These were then often persecuted by their unbelieving masters. Peter's special object seems to be to teach them submission, whatever the character of the masters might be. Paul not having this as his prominent design…Read the comment
