Context of Acts 3:21
19Repent therefore and be converted, that your sins may be blotted out, so that times of refreshing may come from the presence of the Lord, 20and that He may send Jesus Christ, who was preached to you before, whom heaven must receive until the times of restoration of all things, which God has spoken by the mouth of all His holy prophets since the world began. 22For Moses truly said to the fathers, ‘The Lord your God will raise up for you a Prophet like me from your brethren. Him you shall hear in all things, whatever He says to you. 23And it shall be that every soul who will not hear that Prophet shall be utterly destroyed from among the people.’

- Barnes’ Notes on the Bible · v. 21Whom the heavens must receive - The common belief of the Jews was, that the Messiah would reign on the earth forever, John 12:34. On this account they would object that Jesus could not be the Messiah, and hence, it became so important for the apostles to establish the fact that he had ascended to heaven. The evidence which they adduced was the fact that they saw him ascend, Acts 1:9. The meaning of the expression “whom the heavens must receive,” is that…Read the comment
- Matthew Henry Concise Commentary · v. 19-21Verses 19-21 The absolute necessity of repentance is to be solemnly charged upon the consciences of all who desire that their sins may be blotted out, and that they may share in the refreshment which nothing but a sense of Christ's pardoning love can afford. Blessed are those who have felt this. It was not needful for the Holy Spirit to make known the times and seasons of these dispensations. These subjects are still left obscure. But when sinners are…Read the comment
