24Therefore the Lord says, The Lord of hosts, the Mighty One of Israel, “Ah, I will rid Myself of My adversaries, And take vengeance on My enemies. 25I will turn My hand against you, And thoroughly purge away your dross, And take away all your alloy. I will restore your judges as at the first, And your counselors as at the beginning. Afterward you shall be called the city of righteousness, the faithful city.” 27Zion shall be redeemed with justice, And her penitents with righteousness. 28The destruction of transgressors and of sinners shall be together, And those who forsake the Lord shall be consumed.

- Barnes’ Notes on the Bible · v. 26And I will restore - That is, I will give you such judges as the nation had in former days - in the times of Moses, Joshua, etc. Most of the charges in this chapter are against the magistrates. The calamities of the nation are traced to their unfaithfulness and corruption, Isaiah 1:17-23. God now says that he will remove this cause of their calamity, and give them pure magistrates.
