Context of Hebrews 9:12
10They are only a matter of food and drink and various ceremonial washings—external regulations applying until the time of the new order. 11But when Christ came as high priest of the good things that are now already here, he went through the greater and more perfect tabernacle that is not made with human hands, that is to say, is not a part of this creation. He did not enter by means of the blood of goats and calves; but he entered the Most Holy Place once for all by his own blood, thus obtaining eternal redemption. 13The blood of goats and bulls and the ashes of a heifer sprinkled on those who are ceremonially unclean sanctify them so that they are outwardly clean. 14How much more, then, will the blood of Christ, who through the eternal Spirit offered himself unblemished to God, cleanse our consciences from acts that lead to death, so that we may serve the living God!

- Adam Clarke Bible Commentary · v. 12But by his own blood - Here the redemption of man is attributed to the blood of Christ; and this blood is stated to be shed in a sacrificial way, precisely as the blood of bulls, goats and calves was shed under the law. Once - Once for all, , in opposition to the annual entering of the high priest into the holiest, with the blood of the annual victim. The holy place - Or sanctuary, ̔ͅ, signifies heaven, into which Jesus entered with his own blood, as the…Read the comment
- Barnes’ Notes on the Bible · v. 12Neither by the blood of goats and calves - The Jewish sacrifice consisted of the shedding of the blood of animals. On the great day of the atonement the high priest took with him into the most holy place: (1)the blood of a young bullock Leviticus 16:3, Leviticus 16:11, which is here called the blood of a “calf,” which he offered for his own sin; and, (2)the blood of a goat, as a sin-offering for others; Leviticus 16:9, Leviticus 16:15. It was “by,” or “by…Read the comment

The Holy Ghost further signified and showed that the Old Testament sacrifices only freed the outward man from ceremonial uncleanness, and fitted him for some outward privileges. What gave such power to the blood of Christ? It was…Read the comment
- Tyndale Open Study Notes · v. 12Christ's offering is better because he used his own blood, not the blood of goats and calves (see Leviticus 16:3–5). Christ's offering is better because he entered the Most Holy Place once for all time. Unlike the sacrifices in the old covenant, which had to be repeated every year (Hebrews 10:1), the sacrificial death of Jesus was needed only once and secured our redemption forever.Read the comment
