Context of Isaiah 19:21
19At that time there will be an altar for the Lord in the middle of the land of Egypt, as well as a sacred pillar dedicated to the Lord at its border. 20It will become a visual reminder in the land of Egypt of the Lord who commands armies. When they cry out to the Lord because of oppressors, he will send them a deliverer and defender who will rescue them. The Lord will reveal himself to the Egyptians, and they will acknowledge the Lord’s authority at that time. They will present sacrifices and offerings; they will make vows to the Lord and fulfill them. 22The Lord will strike Egypt, striking and then healing them. They will turn to the Lord and he will listen to their prayers and heal them. 23At that time there will be a highway from Egypt to Assyria. The Assyrians will visit Egypt, and the Egyptians will visit Assyria. The Egyptians and Assyrians will worship together.

- Barnes’ Notes on the Bible · v. 21And the Lord shall be known to Egypt - Shall be worshipped and honored by the Jews who shall dwell there, and by those who shall be proselyted to their religion. And the Egyptians shall know the Lord - That many of the Egyptians would be converted to the Jewish religion there can be no doubt. This was the result in all countries where the Jews had a residence (compare the notes at Acts 2:9-11). And shall do sacrifice - Shall offer sacrifices to Yahweh…Read the comment
- Matthew Henry Concise Commentary · v. 18-25Verses 18-25 The words, "In that day," do not always refer to the passage just before. At a time which was to come, the Egyptians shall speak the holy language, the Scripture language; not only understand it, but use it. Converting grace, by changing the heart, changes the language; for out of the abundance of the heart the mouth speaks. So many Jews shall come to Egypt, that they shall soon fill five cities.
