Context of Isaiah 19:21
19On that day there will be an altar to the Lord in the center of the land of Egypt and a pillar to the Lord near her border. 20It will be a sign and witness to the Lord of Armies in the land of Egypt. When they cry out to the Lord because of their oppressors, he will send them a savior and leader, and he will rescue them. The Lord will make himself known to Egypt, and Egypt will know the Lord on that day. They will offer sacrifices and offerings; they will make vows to the Lord and fulfill them. 22The Lord will strike Egypt, striking and healing. Then they will turn to the Lord, and he will be receptive to their prayers and heal them. 23On that day there will be a highway from Egypt to Assyria. Assyria will go to Egypt, Egypt to Assyria, and Egypt will worship with Assyria.

- Barnes’ Notes on the Bible · v. 21And the Lord shall be known to Egypt - Shall be worshipped and honored by the Jews who shall dwell there, and by those who shall be proselyted to their religion. And the Egyptians shall know the Lord - That many of the Egyptians would be converted to the Jewish religion there can be no doubt. This was the result in all countries where the Jews had a residence (compare the notes at Acts 2:9-11). And shall do sacrifice - Shall offer sacrifices to Yahweh…Read the comment
- Matthew Henry Concise Commentary · v. 18-25Verses 18-25 The words, "In that day," do not always refer to the passage just before. At a time which was to come, the Egyptians shall speak the holy language, the Scripture language; not only understand it, but use it. Converting grace, by changing the heart, changes the language; for out of the abundance of the heart the mouth speaks. So many Jews shall come to Egypt, that they shall soon fill five cities.
