Context of Isaiah 19:21
19In that day there will be an altar to the Lord in the heart of Egypt, and there will be a monument to the Lord at its border. 20It will be a sign and a witness that the Lord of Heaven’s Armies is worshiped in the land of Egypt. When the people cry to the Lord for help against those who oppress them, he will send them a savior who will rescue them. The Lord will make himself known to the Egyptians. Yes, they will know the Lord and will give their sacrifices and offerings to him. They will make a vow to the Lord and will keep it. 22The Lord will strike Egypt, and then he will bring healing. For the Egyptians will turn to the Lord, and he will listen to their pleas and heal them. 23In that day Egypt and Assyria will be connected by a highway. The Egyptians and Assyrians will move freely between their lands, and they will both worship God.

- Barnes’ Notes on the Bible · v. 21And the Lord shall be known to Egypt - Shall be worshipped and honored by the Jews who shall dwell there, and by those who shall be proselyted to their religion. And the Egyptians shall know the Lord - That many of the Egyptians would be converted to the Jewish religion there can be no doubt. This was the result in all countries where the Jews had a residence (compare the notes at Acts 2:9-11). And shall do sacrifice - Shall offer sacrifices to Yahweh…Read the comment
- Matthew Henry Concise Commentary · v. 18-25Verses 18-25 The words, "In that day," do not always refer to the passage just before. At a time which was to come, the Egyptians shall speak the holy language, the Scripture language; not only understand it, but use it. Converting grace, by changing the heart, changes the language; for out of the abundance of the heart the mouth speaks. So many Jews shall come to Egypt, that they shall soon fill five cities.
