Context of Isaiah 19:21
19In that day shall there be an altar to Yhwh in the midst of the land of Egypt, and a pillar at the border thereof to Yhwh. 20And it shall be for a sign and for a witness unto Yhwh of Armies in the land of Egypt: for they shall cry unto Yhwh because of the oppressors, and he shall send them a saviour, and a great one, and he shall deliver them. And Yhwh shall be known to Egypt, and the Egyptians shall know Yhwh in that day, and shall do sacrifice and oblation; yea, they shall vow a vow unto Yhwh, and perform it. 22And Yhwh shall smite Egypt: he shall smite and heal it: and they shall return even to Yhwh, and he shall be intreated of them, and shall heal them. 23In that day shall there be a highway out of Egypt to Assyria, and the Assyrian shall come into Egypt, and the Egyptian into Assyria, and the Egyptians shall serve with the Assyrians.

- Barnes’ Notes on the Bible · v. 21And the Lord shall be known to Egypt - Shall be worshipped and honored by the Jews who shall dwell there, and by those who shall be proselyted to their religion. And the Egyptians shall know the Lord - That many of the Egyptians would be converted to the Jewish religion there can be no doubt. This was the result in all countries where the Jews had a residence (compare the notes at Acts 2:9-11). And shall do sacrifice - Shall offer sacrifices to Yahweh…Read the comment

At a time which was to come, the Egyptians shall speak the holy language, the Scripture language; not only understand it, but use it. Converting grace, by changing the heart, changes the language; for out of the abundance of the heart the mouth speaks. So many Jews shall come to Egypt, that they shall soon fill five cities.
