Context of Isaiah 19:21
19In that day there will be an altar to the Lord in the midst of the land of Egypt, and a pillar to the Lord at its border. 20It will be a sign and a witness to the Lord of hosts in the land of Egypt. When they cry to the Lord because of oppressors, he will send them a savior and defender, and deliver them. And the Lord will make himself known to the Egyptians, and the Egyptians will know the Lord in that day and worship with sacrifice and offering, and they will make vows to the Lord and perform them. 22And the Lord will strike Egypt, striking and healing, and they will return to the Lord, and he will listen to their pleas for mercy and heal them. 23In that day there will be a highway from Egypt to Assyria, and Assyria will come into Egypt, and Egypt into Assyria, and the Egyptians will worship with the Assyrians.

- Barnes’ Notes on the Bible · v. 21And the Lord shall be known to Egypt - Shall be worshipped and honored by the Jews who shall dwell there, and by those who shall be proselyted to their religion. And the Egyptians shall know the Lord - That many of the Egyptians would be converted to the Jewish religion there can be no doubt. This was the result in all countries where the Jews had a residence (compare the notes at Acts 2:9-11). And shall do sacrifice - Shall offer sacrifices to Yahweh…Read the comment
- Matthew Henry Concise Commentary · v. 18-25Verses 18-25 The words, "In that day," do not always refer to the passage just before. At a time which was to come, the Egyptians shall speak the holy language, the Scripture language; not only understand it, but use it. Converting grace, by changing the heart, changes the language; for out of the abundance of the heart the mouth speaks. So many Jews shall come to Egypt, that they shall soon fill five cities.
