Context of Acts 7:34
32‘I am the God of your forefathers, the God of Abraham, Isaac, and Jacob.’ Moses began to tremble and did not dare to look more closely. 33But the Lord said to him, ‘Take the sandals off your feet, for the place where you are standing is holy ground. I have certainly seen the suffering of my people who are in Egypt and have heard their groaning, and I have come down to rescue them. Now come, I will send you to Egypt.’ 35This same Moses they had rejected, saying, ‘Who made you a ruler and judge?’ God sent as both ruler and deliverer through the hand of the angel who appeared to him in the bush. 36This man led them out, performing wonders and miraculous signs in the land of Egypt, at the Red Sea, and in the wilderness for forty years.

- Barnes’ Notes on the Bible · v. 34I have seen - The repetition of this word is in accordance with the usage of the Hebrew writers when they wish to represent anything emphatically. Their groaning - Under their oppressions. Am come down - This is spoken in accordance with human conceptions. It means that God was about to deliver them. I will send thee - This is a mere summary of what is expressed at much greater length in Exodus 3:7-10.Read the comment
- Matthew Henry Concise Commentary · v. 30-41Verses 30-41 Men deceive themselves, if they think God cannot do what he sees to be good any where; he can bring his people into a wilderness, and there speak comfortably to them. He appeared to Moses in a flame of fire, yet the bush was not consumed; which represented the state of Israel in Egypt, where, though they were in the fire of affliction, yet they were not consumed. It may also be looked upon as a type of Christ's taking upon him the nature of…Read the comment

Instead of defending himself, he became a witness in God's legal case against them. This revealed how contrary they were and their lack of loyalty. Stephen gave a history of Israel's past and reminded them of their repeated rejections of those who announced God's messages.
