Context of Hebrews 8:13
11As a result, nobody will have to teach their friends or their family about me. They will never need to say, “You should know the Lord.” This is because everyone will already know me. The most important people will know me, as well as the least important people. 12I will be kind to them. I will forgive them for the wicked things that they have done. I will not continue to think about their sins. That is what the Lord says.’ We see that God was speaking about a new agreement. That shows that he has caused the first agreement to become old. And anything that is becoming old like that will soon finish.

- Hebrews 8:8But God did find something wrong with it. As a result, he said this to his people: ‘Listen to this! The Lord says: A time will come when I make a new agreement with my people. That is, with Israel's people and with Judah's people.
- Hebrews 7:11The Levite priests were a necessary part of God's Law for Israel's people. But those priests could not make the people completely right with God. If that had been possible, the Levite priests could have continued their work. But we see that God has chosen a different kind of priest to serve him. That priest is not someone from Aaron's family, as the Levites were. Instead, he is a priest in the same way that Melchizedek was God's priest.
- Hebrews 9:9This is like a picture that means something for us today. It teaches us about the gifts and sacrifices that people offered to God, to worship him. When someone gave those things to God, it could not make him clean again in his mind.

- Adam Clarke Bible Commentary · v. 13He hath made the first old - That is: He has considered it as antiquated, and as being no longer of any force. That which decayeth and waxeth old - Here is an allusion to the ancient laws, which either had perished from the tables on which they were written through old age, or were fallen into disuse, or were abrogated. Is ready to vanish away - · Is about to be abolished. Dionysius of Halicarnassus, speaking of the laws of Numa, which had been written on…Read the comment
- Barnes’ Notes on the Bible · v. 13In that he saith, A new covenant, he hath made the first old - That is, the use of the word “new” implies that the one which it was to supersede was “old.” New and old stand in contradistinction from each other. Thus, we speak of a new and old house, a new and old garment, etc. The object of the apostle is to show that by the very fact of the arrangement for a new dispensation differing so much from the old, it was implied of necessity that that was to be…Read the comment
- Matthew Henry Concise Commentary · v. 7-13Verses 7-13 The superior excellence of the priesthood of Christ, above that of Aaron, is shown from that covenant of grace, of which Christ was Mediator. The law not only made all subject to it, liable to be condemned for the guilt of sin, but also was unable to remove that guilt, and clear the conscience from the sense and terror of it. Whereas, by the blood of Christ, a full remission of sins was provided, so that God would remember them no more. God…Read the comment

- Jamieson–Fausset–Brown Commentary · v. 1313. he--God. made ... old--"hath (at the time of speaking the prophecy) antiquated the first covenant." From the time of God's mention of a NEW covenant (since God's words are all realities) the first covenant might be regarded as ever dwindling away, until its complete abolition on the actual introduction of the Gospel. Both covenants cannot exist side by side. Mark how verbal inspiration is proved in Paul's argument turning wholly on the one word "NEW"…Read the comment
