Context of Acts 10:4
2Cornelius was a good man. He and all his family served God faithfully. Cornelius prayed to God every day. He also gave money to help poor Jewish people. 3One afternoon, at about three o'clock, Cornelius had a vision. He clearly saw one of God's angels. The angel came in and said to him, ‘Cornelius!’ Cornelius looked at the angel and he was afraid. He asked, ‘Master, why have you come to me?’ The angel answered, ‘God has heard your prayers. He knows about all the money that you give to poor people. This has pleased him. Now God is answering your prayers. 5You must send some men to Joppa. They will find a man who is staying there. He is called Simon Peter. Your men must tell him to come here to Caesarea. 6He is staying at the house of Simon the tanner. His house is near the sea.’

Commentaries on Acts 10:4
- Adam Clarke Bible Commentary · v. 4Thy prayers and thine alms are come up for a memorial - Being all performed in simplicity and godly sincerity, they were acceptable to the Most High. Come up for a memorial: This form of speech is evidently borrowed from the sacrificial system of the Jews. Pious and sincere prayers are high in God's estimation; and therefore are said to ascend to him, as the smoke and flame of the burnt-offering appeared to ascend to heaven. These prayers and alms came up…Read the comment
- Barnes’ Notes on the Bible · v. 4And when he looked on him - Greek: Having fixed his eyes attentively on him. He was afraid - At the suddenness and unexpected character of the vision. What is it, Lord? - This is the expression of surprise and alarm. The word “Lord” should have been translated “sir,” since there is no evidence that this is an address to God, and still less that he regarded the personage present as the Lord. Compare the notes on Acts 9:5. It is such language as a man would…Read the comment

Luke wanted to show that Christianity was not against Roman officials or institutions. It could, like Judaism, be permitted in the Roman Empire (see Acts Book Introduction, “Purposes of Acts…Read the comment
