Context of 2 Thessalonians 3:14
12We have something to say to people who are lazy like that. We warn them with the authority that the Lord Jesus Christ gives to us. They must stop causing trouble. They must work properly, so that they get their own food to eat. 13But you must never stop doing what is right, our Christian friends, even when it causes trouble for you. Maybe someone among you will not obey the message that we have written in this letter. Make sure that everyone knows about someone like that. Do not be friends with him, so that he may become ashamed. 15But remember that he is a believer, as you are. So warn him carefully. 16The Lord helps us to have peace in our minds. I pray that the Lord himself will give that peace to you at all times, whatever happens. I pray that the Lord will be with all of you.

- Adam Clarke Bible Commentary · v. 14If any man obey not - They had disobeyed his word in the first epistle, and the Church still continued to bear with them; now he tells the Church, if they still continue to disregard what is said to them, and particularly his word by this second epistle, they are to mark them as being totally incorrigible, and have no fellowship with them. - Barnes’ Notes on the Bible · v. 14And if any man obey not our word by this epistle - Margin, “or signify that man by an epistle.” According to the marginal reading this would mean “signify, mark out, or designate that man to me by an epistle.” The difference is merely whether we unite the words “by the epistle” with what goes before, or what follows. The Greek would admit of either construction (Winer, p. 93), but it seems to me that the construction in the text is the correct one…Read the comment
