Context of 1 Corinthians 14:21
19But when the church meets together, I want to help other believers and teach them. So I would rather say five words that people understand than thousands of words in a different language. 20My Christian friends, do not continue to think like children think. Instead, think properly like men and women should think. The only way you should be like babies is to keep away from evil things. This is written in the Bible: ‘I will send strangers to speak to my people. They will speak my message to them in strange languages. But even when I do this, my people will not listen to me.’ That is what the Lord God has said. 22So the gift to speak in different languages is like a sign. It shows God's power to people who do not believe in him. It is not a sign to help believers. But the gift to speak clear messages from God shows his power to believers. It is not a sign for those people who do not believe. 23Think about what happens when the whole church meets together. Perhaps some people come in who do not believe in God. Or perhaps they have not learned much about God. If all of you are speaking in strange languages, those visitors would not understand. They would say that you are all crazy!

Commentaries on 1 Corinthians 14:21
- Adam Clarke Bible Commentary · v. 21In the law it is written - But the passage quoted is in Isaiah 28:11. Here is no contradiction, for the term תירה torah, Law, was frequently used by the Jews to express the whole Scriptures, law, prophets, and hagiographia; and they used it to distinguish these sacred writings from the words of the scribes. With men of other tongues - Bishop Pearce paraphrases this verse as follows: "With the tongues of foreigners and with the lips of foreigners will I…Read the comment
- Barnes’ Notes on the Bible · v. 21In the law it is written - This passage is found in Isaiah 38:11-12. The word “law” here seems to mean the same as revelation; or is used to denote the Old Testament in general. A similar use occurs in John 10:34, and John 15:25. With men of other tongues - This passage, where it occurs in Isaiah, means, that God would teach the rebellious and refractory Jews submission to himself, by punishing them amidst a people of another language, by removing them…Read the comment
- Matthew Henry Concise Commentary · v. 15-25Verses 15-25 There can be no assent to prayers that are not understood. A truly Christian minister will seek much more to do spiritual good to men's souls, than to get the greatest applause to himself. This is proving himself the servant of Christ. Children are apt to be struck with novelty; but do not act like them. Christians should be like children, void of guile and malice; yet they should not be unskilful as to the word of righteousness, but only as…Read the comment
- Tyndale Open Study Notes · v. 21-25Paul used this quotation from Isaiah 28:11–12 to show that speaking in tongues is a sign for unbelievers, not believers. However, in 1 Corinthians 14:23–25, Paul argues that unbelievers are more likely to be convinced by prophecy than by speaking in tongues. He emphasizes that, in public worship, prophecy is more useful than speaking in tongues.Read the comment

Here the quotation is from Is 28:11, 12, where God virtually says of Israel, This people hear Me not, though I speak to. them in the language with which they are familiar; I will therefore speak to them in other tongues, namely, those of the foes whom I will send against them; but even then they will not hearken…Read the comment
