Context of 1 Corinthians 14:21
19nevertheless, in public worship I would rather say five understandable words in order to instruct others, than ten thousand words in a tongue [which others cannot understand]. 20Brothers and sisters, do not be children [immature, childlike] in your thinking; be infants in [matters of] evil [completely innocent and inexperienced], but in your minds be mature [adults]. It is written in the Law, “By men of strange tongues and by the lips of foreigners I will speak to this people, and not even then will they listen to Me,” says the Lord. 22Therefore, [unknown] tongues are [meant] for a [supernatural] sign, not to believers but to unbelievers [who might be receptive]; while prophecy [foretelling the future, speaking a new message from God to the people] is not for unbelievers but for believers. 23So then, if the whole church gathers together and all of you speak in [unknown] tongues, and outsiders or those who are not gifted [in spiritual matters] or unbelievers come in, will they not say that you are out of your mind?

Commentaries on 1 Corinthians 14:21
- Adam Clarke Bible Commentary · v. 21In the law it is written - But the passage quoted is in Isaiah 28:11. Here is no contradiction, for the term תירה torah, Law, was frequently used by the Jews to express the whole Scriptures, law, prophets, and hagiographia; and they used it to distinguish these sacred writings from the words of the scribes. With men of other tongues - Bishop Pearce paraphrases this verse as follows: "With the tongues of foreigners and with the lips of foreigners will I…Read the comment
- Barnes’ Notes on the Bible · v. 21In the law it is written - This passage is found in Isaiah 38:11-12. The word “law” here seems to mean the same as revelation; or is used to denote the Old Testament in general. A similar use occurs in John 10:34, and John 15:25. With men of other tongues - This passage, where it occurs in Isaiah, means, that God would teach the rebellious and refractory Jews submission to himself, by punishing them amidst a people of another language, by removing them…Read the comment
- Matthew Henry Concise Commentary · v. 15-25Verses 15-25 There can be no assent to prayers that are not understood. A truly Christian minister will seek much more to do spiritual good to men's souls, than to get the greatest applause to himself. This is proving himself the servant of Christ. Children are apt to be struck with novelty; but do not act like them. Christians should be like children, void of guile and malice; yet they should not be unskilful as to the word of righteousness, but only as…Read the comment
- Tyndale Open Study Notes · v. 21-25Paul used this quotation from Isaiah 28:11–12 to show that speaking in tongues is a sign for unbelievers, not believers. However, in 1 Corinthians 14:23–25, Paul argues that unbelievers are more likely to be convinced by prophecy than by speaking in tongues. He emphasizes that, in public worship, prophecy is more useful than speaking in tongues.Read the comment
- Jamieson–Fausset–Brown Commentary · v. 2121. In the law--as the whole Old Testament is called, being all of it the law of God. Compare the citation of the Psalms as the "law," Joh 10:34. Here the quotation is from Is 28:11, 12, where God virtually says of Israel, This people hear Me not, though I speak to. them in the language with which they are familiar; I will therefore speak to them in other tongues, namely, those of the foes whom I will send against them; but even then they will not hearken…Read the comment
