Context of Acts 2:23
21Then everyone who calls on the name of the Lord will be saved. 22“Fellow Israelites, listen to these words: This Jesus of Nazareth was a man attested to you by God with miracles, wonders, and signs that God did among you through him, just as you yourselves know. Though he was delivered up according to God’s determined plan and foreknowledge, you used lawless people to nail him to a cross and kill him. 24God raised him up, ending the pains of death, because it was not possible for him to be held by death. 25For David says of him: I saw the Lord ever before me; because he is at my right hand, I will not be shaken.

- Adam Clarke Bible Commentary · v. 23Him, being delivered by the determinate counsel - Bp. Pearce paraphrases the words thus: Him having been given forth; i.e. sent into the world, and manifested by being made flesh, and dwelling among you, as it is said in John 1:14; see also Acts 4:28. Kypke contends that , delivered, does not refer to God, but to Judas the traitor "the Jews received Jesus, delivered up to them by Judas; the immutable counsel of God so permitting." This view of Christ is here dwelt on to exhibit to the Jews the whole course of Jesus of Nazareth as the…Read the comment
