Context of Acts 2:23
21And everyone who calls on the name of the Lord will be saved.’ 22Men of Israel, listen to this message: Jesus of Nazareth was a man certified by God to you by miracles, wonders, and signs, which God did among you through Him, as you yourselves know. He was delivered up by God’s set plan and foreknowledge, and you, by the hands of the lawless, put Him to death by nailing Him to the cross. 24But God raised Him from the dead, releasing Him from the agony of death, because it was impossible for death to keep Him in its grip. 25David says about Him: ‘I saw the Lord always before me; because He is at my right hand, I will not be shaken.

- Adam Clarke Bible Commentary · v. 23Him, being delivered by the determinate counsel - Bp. Pearce paraphrases the words thus: Him having been given forth; i.e. sent into the world, and manifested by being made flesh, and dwelling among you, as it is said in John 1:14; see also Acts 4:28. Kypke contends that , delivered, does not refer to God, but to Judas the traitor "the Jews received Jesus, delivered up to them by Judas; the immutable counsel of God so permitting." This view of Christ is here dwelt on to exhibit to the Jews the whole course of Jesus of Nazareth as the…Read the comment
