Context of Matthew 12:31
29Or how can anyone go into a strong man’s house and steal his property unless he first overpowers and ties up the strong man? Then he will ransack and rob his house. 30He who is not with Me [once and for all on My side] is against Me; and he who does not [unequivocally] gather with Me scatters. “Therefore I say to you, every sin and blasphemy [every evil, abusive, injurious speaking, or indignity against sacred things] will be forgiven people, but blasphemy against the [Holy] Spirit will not be forgiven. 32Whoever speaks a word against the Son of Man will be forgiven; but whoever speaks against the Holy Spirit [by attributing the miracles done by Me to Satan] will not be forgiven, either in this age or in the age to come. 33“Either make the tree good and its fruit good, or make the tree bad and its fruit bad; for the tree is recognized and judged by its fruit.

- Adam Clarke Bible Commentary · v. 31All manner of sin and blasphemy - , injurious or impious speaking, mocking and deriding speech, Anglo-Saxon. See Matthew 9:3. But the blasphemy against the Holy Ghost - Even personal reproaches, revilings, persecutions against Christ, were remissible; but blasphemy, or impious speaking against the Holy Spirit was to have no forgiveness: i.e. when the person obstinately attributed those works to the devil, which he had the fullest evidence could be wrought…Read the comment
- Barnes’ Notes on the Bible · v. 31In this place, and in Mark 3:28-30, Jesus states the awful nature of the sin of which they had been guilty. That sin was the sin against the Holy Spirit. It consisted in charging him with being in league with the devil, or accusing him of working his miracles, not by the “spirit” or “power” of God, but by the aid of the prince of the devils. It was therefore a direct insult, abuse, or evil speaking against the Holy Spirit - the spirit by which Jesus…Read the comment
- Matthew Henry Concise Commentary · v. 31-32Verses 31-32 Here is a gracious assurance of the pardon of all sin upon gospel terms. Christ herein has set an example to the sons of men, to be ready to forgive words spoken against them. But humble and conscientious believers, at times are tempted to think they have committed the unpardonable sin, while those who have come the nearest to it, seldom have any fear about it. We may be sure that those who indeed repent and believe the gospel, have not…Read the comment

In this context, blasphemy against the Holy Spirit can only mean attributing the ministry and exorcisms of Jesus to Satan’s power.Read the comment
- Jamieson–Fausset–Brown Commentary · v. 3131. Wherefore I say unto you, All manner of sin and blasphemy shall be forgiven unto men--The word "blasphemy" properly signifies "detraction," or "slander." In the New Testament it is applied, as it is here, to vituperation directed against God as well as against men; and in this sense it is to be understood as an aggravated form of sin. Well, says our Lord, all sin--whether in its ordinary or its more aggravated forms--shall find forgiveness with God…Read the comment
