Context of Luke 1:10
8Now it happened while Zacharias was serving as priest before God in the appointed order of his priestly division, 9as was the custom of the priesthood, he was chosen by lot to enter [the sanctuary of] the temple of the Lord and burn incense [on the altar of incense]. And all the congregation was praying outside [in the court of the temple] at the hour of the incense offering. 11And an angel of the Lord appeared to him, standing to the right of the altar of incense. 12When Zacharias saw the angel, he was troubled and overcome with fear.

- Adam Clarke Bible Commentary · v. 10The whole multitude - were praying - The incense was itself an emblem of the prayers and praises of the people of God: see Psalm 141:2; Revelation 8:1. While, therefore, the rite is performing by the priest, the people are employed in the thing signified. Happy the people who attend to the spirit as well as the letter of every divine institution!
