Context of Acts 14:16
14Which when the apostles, Barnabas and Paul, heard of, they rent their clothes, and ran in among the people, crying out, 15And saying, Sirs, why do ye these things? We also are men of like passions with you, and preach unto you that ye should turn from these vanities unto the living God, which made heaven, and earth, and the sea, and all things that are therein: Who in times past suffered all nations to walk in their own ways. 17Nevertheless he left not himself without witness, in that he did good, and gave us rain from heaven, and fruitful seasons, filling our hearts with food and gladness. 18And with these sayings scarce restrained they the people, that they had not done sacrifice unto them.

- Adam Clarke Bible Commentary · v. 16Who in times past suffered all nations, etc. - The words , which we here translate, all nations, should be rendered, all the Gentiles, merely to distinguish them from the Jewish people: who having a revelation, were not left to walk in their own ways; but the heathens, who had not a revelation, were suffered to form their creed, and mode of worship, according to their own caprice.Read the comment

When Christ, the Son of God, appeared in the likeness of men, and did many miracles, men were so far from doing sacrifice to him, that…Read the comment
