Context of Acts 16:9
7Then coming to the borders of Mysia, they headed north for the province of Bithynia, but again the Spirit of Jesus did not allow them to go there. 8So instead, they went on through Mysia to the seaport of Troas. That night Paul had a vision: A man from Macedonia in northern Greece was standing there, pleading with him, “Come over to Macedonia and help us!” 10So we decided to leave for Macedonia at once, having concluded that God was calling us to preach the Good News there. 11We boarded a boat at Troas and sailed straight across to the island of Samothrace, and the next day we landed at Neapolis.

Commentaries on Acts 16:9
- Adam Clarke Bible Commentary · v. 9A vision appeared to Paul in the night - Whether this was in a dream, or whether a representation made to the senses of the apostle, we cannot tell. A man of Macedonia appeared to him, and made this simple communication, Come over into Macedonia, and help us. Some suppose that the guardian angel of Macedonia appeared to St. Paul in a human shape; others, that it was a Divine communication made to his imagination in a dream.Read the comment

Whether this was in a dream, or whether it was a representation made to the senses while awake, it is impossible to tell. The will of God was at different times made known in both these ways.
