Context of Revelation 18:5
3For all the nations have drunk the maddening wine of her adulteries. The kings of the earth committed adultery with her, and the merchants of the earth grew rich from her excessive luxuries.” 4Then I heard another voice from heaven say: “ ‘Come out of her, my people,’ so that you will not share in her sins, so that you will not receive any of her plagues; for her sins are piled up to heaven, and God has remembered her crimes. 6Give back to her as she has given; pay her back double for what she has done. Pour her a double portion from her own cup. 7Give her as much torment and grief as the glory and luxury she gave herself. In her heart she boasts, ‘I sit enthroned as queen. I am not a widow; I will never mourn.’

- Barnes’ Notes on the Bible · v. 5For her sins have reached unto heaven - So in Jeremiah 51:9, speaking of Babylon, it is said, “For her judgment reacheth unto heaven, and is lifted up even to the skies.” The meaning is not that the sins of this mystical Babylon were like a mass or pile so high as to reach to heaven, but that it had become so prominent as to attract the attention of God. Compare Genesis 4:10, “The voice of thy brother‘s blood crieth unto me from the ground.” See also…Read the comment
