Context of Joshua 9:17
15Joshua made a peace treaty with them and agreed to let them live. The leaders of the community sealed it with an oath. 16Three days after they made the treaty with them, the Israelites found out they were from the local area and lived nearby. So the Israelites set out and on the third day arrived at their cities – Gibeon, Kephirah, Beeroth, and Kiriath Jearim. 18The Israelites did not attack them because the leaders of the community had sworn an oath to them in the name of the Lord God of Israel. The whole community criticized the leaders, 19but all the leaders told the whole community, “We swore an oath to them in the name of the Lord God of Israel. So now we can’t hurt them!

- Adam Clarke Bible Commentary · v. 17The children of Israel - came unto their cities - Probably when the fraud was discovered, Joshua sent out a detachment to examine their country, and to see what use could be made of it in the prosecution of their war with the Canaanites. Some of the cities mentioned here were afterwards in great repute among the Israelites: and God chose to make one of them, Kirjath-jearim, the residence of the ark of the covenant for twenty years, in the reigns of Saul…Read the comment

Kirjath-jearim, i. e. “city of woods,” is identified by Robinson with the modern Kuriet el Enab, nine miles from Jerusalem on the road to Jaffa (and by Conder with Soba). The town was numbered among those belonging to Judah, and was in the northern…Read the comment
- Matthew Henry Concise Commentary · v. 14-21Verses 14-21 The Israelites, having examined the provisions of the Gibeonites, hastily concluded that they confirmed their account. We make more haste than good speed, when we stay not to take God with us, and do not consult him by the word and prayer. The fraud was soon found out. A lying tongue is but for a moment. Had the oath been in itself unlawful, it would not have been binding; for no obligation can render it our duty to commit a sin. But it was…Read the comment
