Context of Joshua 9:17
15Joshua made peace with them and made a covenant (treaty) with them, to let them live; and the leaders of the congregation [of Israel] swore an oath to them. 16It happened that three days after they had made a covenant (treaty) with them, the Israelites heard that they were [actually] their neighbors and that they were living among them. Then the sons of Israel set out and came to their cities on the third day. Now the cities [of the Hivites] were Gibeon and Chephirah and Beeroth and Kiriath-jearim. 18But the sons of Israel did not strike them because the leaders of the congregation had sworn to them by the Lord the God of Israel [to spare them]. And all the congregation murmured [expressing great dissatisfaction] against the leaders. 19But all the leaders said to the whole congregation, “We have sworn to them by the Lord, the God of Israel, so now we cannot touch them.

- Adam Clarke Bible Commentary · v. 17The children of Israel - came unto their cities - Probably when the fraud was discovered, Joshua sent out a detachment to examine their country, and to see what use could be made of it in the prosecution of their war with the Canaanites. Some of the cities mentioned here were afterwards in great repute among the Israelites: and God chose to make one of them, Kirjath-jearim, the residence of the ark of the covenant for twenty years, in the reigns of Saul…Read the comment

- Matthew Henry Concise Commentary · v. 14-21Verses 14-21 The Israelites, having examined the provisions of the Gibeonites, hastily concluded that they confirmed their account. We make more haste than good speed, when we stay not to take God with us, and do not consult him by the word and prayer. The fraud was soon found out. A lying tongue is but for a moment. Had the oath been in itself unlawful, it would not have been binding; for no obligation can render it our duty to commit a sin. But it was…Read the comment
