Context of Joshua 9:17
15And Joshua made peace with them, and made a covenant with them, to let them live; and the princes of the assembly swore unto them. 16And it came to pass at the end of three days after they had made a covenant with them, that they heard that they were their neighbours, and that they dwelt in their midst. And the children of Israel journeyed, and came to their cities on the third day; and their cities were Gibeon, and Chephirah, and Beeroth, and Kirjath-jearim. 18And the children of Israel did not smite them, because the princes of the assembly had sworn unto them by Jehovah the God of Israel. Then all the assembly murmured against the princes. 19And all the princes said to all the assembly, We have sworn unto them by Jehovah the God of Israel, and now we may not touch them.

- Adam Clarke Bible Commentary · v. 17The children of Israel - came unto their cities - Probably when the fraud was discovered, Joshua sent out a detachment to examine their country, and to see what use could be made of it in the prosecution of their war with the Canaanites. Some of the cities mentioned here were afterwards in great repute among the Israelites: and God chose to make one of them, Kirjath-jearim, the residence of the ark of the covenant for twenty years, in the reigns of Saul…Read the comment

Kirjath-jearim, i. e. “city of woods,” is identified by Robinson with the modern Kuriet el Enab, nine miles from Jerusalem on the road to Jaffa (and by Conder with Soba). - Jamieson–Fausset–Brown Commentary · v. 16-1716-17. at the end of three days ... they heard that they were their neighbours, and that they dwelt among them--This information was obtained in their further progress through the country; for as Jos 9:17 should be rendered, "when the children of Israel journeyed, they came to their cities."
