Context of Joshua 9:17
15So Joshua agreed that they would not kill the people of Gibeon. The Israelite leaders also said that they would obey this agreement. 16Three days after they made this agreement, the Israelites discovered that the Gibeonites lived near to them. So the Israelites left Gilgal to find the cities where the Hivites lived. After three days they arrived at their cities: Gibeon, Kephirah, Beeroth and Kiriath-Jearim. 18The Israelites did not attack them, because of the promise that their leaders had made. They had made a strong promise in the name of the Lord God of Israel that they would not kill the Gibeonites. The Israelite people were angry with their leaders, because of the agreement. 19But all the leaders said to them, ‘We have made a strong promise to the Lord, Israel's God. So now we cannot hurt the Gibeonites.

- Adam Clarke Bible Commentary · v. 17The children of Israel - came unto their cities - Probably when the fraud was discovered, Joshua sent out a detachment to examine their country, and to see what use could be made of it in the prosecution of their war with the Canaanites. Some of the cities mentioned here were afterwards in great repute among the Israelites: and God chose to make one of them, Kirjath-jearim, the residence of the ark of the covenant for twenty years, in the reigns of Saul…Read the comment

Kirjath-jearim, i. e. “city of woods,” is identified by Robinson with the modern Kuriet el Enab, nine miles from Jerusalem on the road to Jaffa (and by Conder with Soba). - Matthew Henry Concise Commentary · v. 14-21Verses 14-21 The Israelites, having examined the provisions of the Gibeonites, hastily concluded that they confirmed their account. We make more haste than good speed, when we stay not to take God with us, and do not consult him by the word and prayer. The fraud was soon found out. A lying tongue is but for a moment. Had the oath been in itself unlawful, it would not have been binding; for no obligation can render it our duty to commit a sin. But it was…Read the comment
