Context of Haggai 2:5
3‘Who among you survivors saw the former splendor of this temple? How does it look to you now? Isn’t it nothing by comparison? 4Even so, take heart, Zerubbabel,’ says the Lord. ‘Take heart, Joshua son of Jehozadak, the high priest, and all you citizens of the land,’ says the Lord, ‘and begin to work. For I am with you,’ says the Lord who rules over all. ‘Do not fear, because I made a promise to your ancestors when they left Egypt, and my spirit even now testifies to you.’ 6Moreover, the Lord who rules over all says: ‘In just a little while I will once again shake the sky and the earth, the sea and the dry ground. 7I will also shake up all the nations, and they will offer their treasures; then I will fill this temple with glory,’ says the Lord who rules over all.

- Barnes’ Notes on the Bible · v. 5The words which I covenanted - The words stand more forcibly, because abruptly. It is an exclamation which cannot be forced into any grammatical relation with the preceding. The more exact idiom would have been “Remember,” “take to heart.” But the prophet points to it the more energetically, because he casts it, as it were, into the midst, not bound up with any one verb. This would be the rather done in speaking to the people, as David to his followers (1…Read the comment
- Tyndale Open Study Notes · v. 5My Spirit remains among you: See Exodus 29:46; Isaiah 63:11; Ezekiel 36:26–27. This is the promise I made to you (literally the word I cut with you): The phrase “cut a covenant” is a Hebrew expression for making a covenant (see Genesis 15:18; Exodus 34:27). Haggai’s phrase, “cut a word,” is unique in the Old Testament. It uses language that intentionally links his prophecy to God’s covenant with his people. By making this connection, Haggai emphasized the…Read the comment
