Context of Haggai 2:5
3‘Who is left among you who saw this house in its former glory? How does it look to you now? Does it not appear to you like nothing in comparison?’ 4But now be strong, O Zerubbabel, declares the LORD. Be strong, O Joshua son of Jehozadak, the high priest. And be strong, all you people of the land, declares the LORD. Work! For I am with you, declares the LORD of Hosts. This is the promise I made to you when you came out of Egypt. And My Spirit remains among you; do not be afraid.” 6For this is what the LORD of Hosts says: “Once more, in a little while, I will shake the heavens and the earth, the sea and the dry land. 7I will shake all the nations, and they will come with all their treasures, and I will fill this house with glory, says the LORD of Hosts.

Commentaries on Haggai 2:5
- Barnes’ Notes on the Bible · v. 5The words which I covenanted - The words stand more forcibly, because abruptly. It is an exclamation which cannot be forced into any grammatical relation with the preceding. The more exact idiom would have been “Remember,” “take to heart.” But the prophet points to it the more energetically, because he casts it, as it were, into the midst, not bound up with any one verb. This would be the rather done in speaking to the people, as David to his followers (1…Read the comment

This is the promise I made to you (literally the word I cut with you): The phrase “cut a covenant” is a Hebrew expression for making a covenant (see Genesis 15:18; Exodus 34:27). Haggai’s phrase, “cut a word,” is unique in the Old Testament. It uses language that intentionally links his prophecy to God’s covenant with his people.
