Context of Hebrews 13:21
19I especially ask for your prayers so that I may come back to you soon. 20The God of peace brought the great shepherd of the sheep, our Lord Jesus, back to life through the blood of an eternal promise. May this God of peace prepare you to do every good thing he wants. May he work in us through Jesus Christ to do what is pleasing to him. Glory belongs to Jesus Christ forever. Amen. 22I urge you, brothers and sisters, to listen patiently to my encouraging words. I have written you a short letter. 23You know that Timothy, our brother, has been freed. If he comes here soon, both of us will visit you.

- Adam Clarke Bible Commentary · v. 21Make you perfect - ̔· Put you completely in joint. See the note on 2 Corinthians 13:9, where the meaning of the original word is largely considered. From the following terms we see what the apostle meant by the perfection for which he prays. They were to do the will of God in every good work, from God working in them that which is well pleasing in his sight. This necessarily implies a complete change in the whole soul, that God may be well pleased with…Read the comment
- Barnes’ Notes on the Bible · v. 21Make you perfect - The apostle here does not affirm that they were then perfect, or that they would be in this life. The word used here - katartizō- means to make fully ready; to put in full order; to make complete. The meaning here is, that Paul prayed that God would fully endow them with whatever grace was necessary to do his will and to keep his commandments; see the word explained in the notes on Hebrews 11:3. It is an appropriate prayer to be…Read the comment
- Matthew Henry Concise Commentary · v. 16-21Verses 16-21 We must, according to our power, give to the necessities of the souls and bodies of men: God will accept these offerings with pleasure, and will accept and bless the offerers through Christ. The apostle then states what is their duty to living ministers; to obey and submit to them, so far as is agreeable to the mind and will of God, made known in his word. Christians must not think themselves too wise, too good, or too great, to learn. The…Read the comment

The image of our Lord Jesus as the great Shepherd of the sheep (see Psalm 23) shows God's care and protection for his people (see also John 10:11–18; 1 Peter 2:25) and connects it to an eternal covenant.Read the comment
