20The Jews asked him to stay longer, but he refused. 21As he left, he told them, “I’ll come back to visit you if God wants me to.” Paul took a boat from Ephesus and arrived in the city of Caesarea. He went ⌞to Jerusalem⌟, greeted the church, and went back to the city of Antioch. 23After spending some time in Antioch, Paul went through the regions of Galatia and Phrygia, where he strengthened ⌞the faith of⌟ all the disciples. 24A Jew named Apollos, who had been born in Alexandria, arrived in the city of Ephesus. He was an eloquent speaker and knew how to use the Scriptures in a powerful way.

- Adam Clarke Bible Commentary · v. 22Landed at Caesarea - This must have been Caesarea in Palestine. Gone up - To Jerusalem, though the name is not mentioned: but this is a common form of speech in the evangelists, Jerusalem being always meant when this expression was used; for the word , to go up, is often used absolutely, to signify, to go to Jerusalem: e.g. Go ye Up unto this feast; I Go not Up yet, John 7:8. But when his brethren were Gone Up, then Went he also Up unto the feast, John…Read the comment
- Barnes’ Notes on the Bible · v. 22At Cesarea - See the notes on Acts 8:40. And gone up - From the ship. And saluted the church - The church at Jerusalem. This was Paul‘s main design; and though it is not distinctly specified, yet the whole narrative implies that he went there before returning to Antioch. The word saluted implies that he expressed for them his tender affection and regard. To Antioch - In Syria. See the notes on Acts 11:19.Read the comment
- Matthew Henry Concise Commentary · v. 18-23Verses 18-23 While Paul found he laboured not in vain, he continued labouring. Our times are in God's hand; we purpose, but he disposes; therefore we must make all promises with submission to the will of God; not only if providence permits, but if God does not otherwise direct our motions. A very good refreshment it is to a faithful minister, to have for awhile the society of his brethren. Disciples are compassed about with infirmity; ministers must do…Read the comment

There he left the others behind, including Priscilla and Aquila (see 18:26). He sailed to Judea, landing at Caesarea, the headquarters of the Roman forces of occupation. After a visit to the church at Jerusalem, Paul returned to Antioch, the church that had originally commissioned him. This marked the end of his second missionary journey. In Antioch, he spent…Read the comment
- Jamieson–Fausset–Brown Commentary · v. 2222. And when he had landed at Cæsarea--where he left the vessel. and gone up--that is, to Jerusalem. and saluted the church--In these few words does the historian despatch the apostle's FOURTH VISIT TO Jerusalem after his conversion. The expression "going up" is invariably used of a journey to the metropolis; and thence he naturally "went down to Antioch." Perhaps the vessel reached too late for the feast, as he seems to have done nothing in Jerusalem…Read the comment
