Context of Acts 28:25
23When they had appointed a day for him, they came to him at his lodging in greater numbers. From morning till evening he expounded to them, testifying to the kingdom of God and trying to convince them about Jesus both from the Law of Moses and from the Prophets. 24And some were convinced by what he said, but others disbelieved. And disagreeing among themselves, they departed after Paul had made one statement: "The Holy Spirit was right in saying to your fathers through Isaiah the prophet: 26"'Go to this people, and say, "You will indeed hear but never understand, and you will indeed see but never perceive." 27For this people's heart has grown dull, and with their ears they can barely hear, and their eyes they have closed; lest they should see with their eyes and hear with their ears and understand with their heart and turn, and I would heal them.'

- Adam Clarke Bible Commentary · v. 25Agreed not among themselves - It seems that a controversy arose between the Jews themselves, in consequence of some believing, and others disbelieving; and the two parties contested together; and, in respect to the unbelieving party, the apostle quoted the following passage from Isaiah 6:9.Read the comment
- Barnes’ Notes on the Bible · v. 25Had spoken one word - One solemn declaration, reminding them that it was the characteristic of the nation to reject the testimony of God, and that it was to be expected. It was the last warning which we know Paul to have delivered to his countrymen the Jews. Well spake - Or he spoke the truth; he justly described the character of the Jewish people. The passage here quoted was as applicable in the time of Paul as of Isaiah. The Holy Ghost - A full proof of…Read the comment
- Matthew Henry Concise Commentary · v. 23-31Verses 23-31 Paul persuaded the Jews concerning Jesus. Some were wrought upon by the word, and others hardened; some received the light, and others shut their eyes against it. And the same has always been the effect of the gospel. Paul parted with them, observing that the Holy Ghost had well described their state. Let all that hear the gospel, and do not heed it, tremble at their doom; for who shall heal them, if God does not? The Jews had afterwards much…Read the comment
- Tyndale Open Study Notes · v. 25-28As Paul left, he gave a warning from Scripture. These words are often used in the New Testament to explain why many Jews did not accept the good news about Jesus (compare Matthew 13:14–15; Mark 4:12; Luke 8:10; John 12:38–40; see Romans 11:1–12, 25–32).Read the comment
